MOTION 06.04.12.BOE.01 Motion by Rev. Elder Darlene Garner to propose an amendment to the MCC bylaws through which the Vice-Moderator position will no longer be a separate, full-time position. Motion seconded by Rev. Elder Arlene Ackerman.

MOTION 06.04.12.BOE.02 Motion by Rev. Elder Don Eastman to adopt the following policy regarding handling appeals to disaffiliations and closures:
Procedure for
Implementation of AFF-5
In accordance with Policy AFF-5 of the Board of Elders
Policy Manual (Disaffiliation Initiated by a Regional Elder), the procedure to
be followed by the Board of Elders in considering an appeal shall be:
1. The Office of the Moderator shall inform the
church and the Regional Elder that the Review Team has been constituted.
2. The Regional Elder should be asked to submit a
"rebuttal" of the appeal letter to the review team.
3. If the Review Team needs still more info from the
Regional Elder, the Review Team shall ask the Regional Elder to
provide it.
4. If the Review Team needs more info from the church,
the Review Team shall ask the church to provide it.
5. When the Review Team has a recommendation, it
should be sent to the BOE for vote.
6. If the vote is to uphold the decision of the
Regional Elder, then Office of the Moderator shall send a letter (on
behalf of the BOE) advising the church of the decision.
7. If the vote is to overturn the decision of the
Regional Elder, then the Moderator shall consult with the Regional Elder
about how to manage the implications of the overturned decision on the future
relationship between that church and the Regional Elder whose decision has
been overturned. Following the consultation, the Office of the
Moderator shall send a letter advising the church of the decision, along with
any relevant things that might arise during this consultation.
Timing - Maximum of 26 business days
Step 1 would be done within three (3) business days of the
date that the appeal is received by the Office of the Moderator.
Step 2 would be done within five (5) business days of
the date that the appeal is received by the Office of the Moderator, giving the
Regional Elder another three (3) business days to prepare and submit any
rebuttal.
Step 3 would be done within five (5) business days
of the date that the Appeal Team is formed.
Step 4 information should be received within five (5)
business days of the date that the request is sent to the church.
Step 5 would be done within three (3) business days of
receiving the additional info from the RE or the church, whichever is latest.
Steps 6-7 would be done within two (2) business days of the
decision by the BOE.
